1. The Deliberative (Political) Wing

This wing is composed of elected representatives who are responsible for policy formulation, budget approvals, and civic oversight.

  • The Municipal Council: The supreme decision-making body of the local government, consisting of elected Ward Councillors from each territorial constituency (ward) of the municipality.
  • Municipal Chairperson: Elected by and from among the councillors. The Chairperson is the political head of the municipality, presiding over council meetings and exercising overall supervision over its administrative functions.
  • Municipal Vice-Chairperson: Performs the duties of the Chairperson in their absence.
  • Standing Committees: To streamline governance, the council operates through six statutory Standing Committees, each chaired by an elected councillor:

    3. Welfare
    4. Public Works
    5. Education
    6. Health

2. The Administrative (Executive) Wing

This wing is staffed by government officials who execute the decisions, resolutions, and policies passed by the Municipal Council.

The Chief Executive

  • Municipal Secretary: Appointed by the State Government (belonging to the Local Self Government Department / Municipal Common Service). The Secretary is the administrative head of the municipality, controlling all staff, managing official correspondence, and ensuring statutory compliance.
